Colonel Phillips, Walter C.

Colonel Phillips was chief of staff in the Hawaiian Army Command, reporting to Lieutenant General Walter C. Short (Short, Walter C.). Both men shared a sense of security in Hawaii because of the presence of the navy, while the navy relaxed in Pearl Harbor, content to be under the protection of the army. Phillips's attitude, shared by so many, was one of Japan's greatest assets in mounting the Hawaii Operation.
